Yes, you read that right. I think the motto of the GOP must be the Latin equivalent of "Never let well enough alone."
Commenter jsfox on the thread to the above-linked post confirms, in considerable detail, the basis under which a member of the House can have standing to appear. Apparently jsfox is quoting from this Heritage Foundation article by the [snark] great legal master Hans von Spakovsky (of Bush 43 administration infamy). I cannot speak to the validity of his interpretation, but I thank jsfox for pointing it out.
Boehner may well be able to do it. And I'm certain he'd prefer that to doing anything that might enhance the recent slight uptick in employment (although IIRC he is taking credit for that too).
